New South Wales Smart and Skilled

Smart and Skilled is a reform of the NSW Vocational Education and Training System which provides participants with a great opportunity to obtain the necessary skills needed to pursue a career through government-subsidised training.

Smart and Skilled provides eligible students with:

  • an entitlement to government-subsidised training up to and including Certificate III
  • government funding for higher-level courses (Certificate IV and above) in targeted priority areas.

ARC Training is approved provider of Smart and Skilled. This training is subsidised by the NSW Government. The NSW Government has set the student fee for the whole qualification.

To be eligible for Smart and Skilled, you must be:

  • Living or working in NSW
  • an Australian Citizen, Australian  Permanent Resident, Humanitarian Visa Holder or NZ Citizen
  • 15 years old or over
  • No longer be at school or equivalent.

Concessions

You may be eligible for a concession if you are enrolling in a Level IV or below course and hold a valid and current:

a) Health Care Card issued by the Commonwealth;
b) Pensioner Concession Card;
c) Veteran’s Gold Card;
d) an alternative card or concession eligibility criterion approved by the Minister

The concessions also apply to a dependant spouse or dependant child of a card holder. If you self-identify as being of Aboriginal or Torres Strait Islander descent, you will receive a concession regardless of the level of the course you wish to enrol in.

Exemptions

Fees will not be charged for enrolment by an individual who:

a) is Aboriginal or Torres Strait Islander (through descent, self-identification or community identification)
b) meet the Smart and Skilled disability criteria (proof of a disability support pension or documentary evidence from an appropriate medical professional is required)
c) are the dependants of disability support pension recipients.

Notification of Enrolment

  • Learner’s eligibility for Smart and Skilled is assessed and relevant evidence is collected by ARC Training.
  • Learner’s consent for use and disclosure of personal information is obtained by ARC Training, as required by the Department.
  • ARC Training uses the Provider Calculator to validate eligibility, input details of any credit transfers or RPL and generate details of the fee to be charged to the student and the applicable subsidy together with any loadings.
  • ARC Training follows the Notification of Enrolment Process as defined in the Smart and Skilled Operating Guidelines, including;
    – Generating and maintaining Notification of Enrolment Report – Provider Copy
    – Completing the Notification of enrolment process concurrently with ARC Training enrolment process and prior to the learner commencing training
    – Taking steps to commence the learner in the course on the planned start date and submit training activity data for the learner within 28 days of the actual start date.
  • ARC Training provides Notification of Enrolment – Student copy to the student.

Recognition of Prior Learning, Credit Transfer, and Deferring Students:

Under the Smart and Skilled Vocational Reform, students may be eligible for recognition of prior learning, credit transfer, or be able to defer into the selected qualification for current units of competency. For more information contact ARC Training or visit the Smart and Skilled website.
